Assault on China! Tax increase of 27.83%!

On July 7, 2025, the Vietnamese Ministry of Trade suddenly issued a statement announcing the imposition of anti-dumping duties of up to 27.83% on some hot-rolled coil steel products originating in China, with a tax period of up to 5 years. 

The products subject to taxation involve products under Vietnamese tax codes 7208.25.00, 7208.26.00, 7208.27.19, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.20, 7208.39.40, 7208.39.90, 7208.51.00, 7208.52.00, 7208.53.00, 7208.54.90, 7208.9.90, 7211.14.15, 7211.14.16, 7211.14.19, 7211.19.13, 7211.19.19, 7211.90.12, 7211.90.19, 7225.30.90, 7225.40.90, 7225.9.90, 7226.9.10, 7226.9.10, and 7226.9.190. 

This move is the final implementation of temporary tariffs at the beginning of this year, marking Vietnam's comprehensive tightening of its steel trade policy towards China. Previously, on February 21, 2025, the Vietnamese Ministry of Industry and Trade issued Announcement No. 460/QD-BCT, making a preliminary positive anti-dumping ruling on hot-rolled coils (pham thep can nong) originating in China, and preliminarily imposing temporary anti-dumping duties ranging from 19.38% to 27.83% on the Chinese products involved; At the same time, the preliminary ruling does not impose temporary anti-dumping duties on the products involved in India. This is the fourth time since 2025 that Vietnam has swung the stick of tariffs on key Chinese products. Four months ago, Vietnam imposed a temporary anti-dumping duty of 37% on Chinese alloy steel plated plates.
